Background & Rationale
The current UNICEF Country Programme (2017-2021) is organized to address the needs of specific population groups, with the following objectives: 1) to enhance public policies for excluded children and adolescents; 2) to improve the quality of social policies for vulnerable children and adolescents; 3) to prevent and respond to extreme forms of violence that affect children and adolescents; and 4) to promote engagement and participation, including of adolescents.
To achieve these results UNICEF is present in 10 offices across Brazil, located in the Amazon, the Semi-arid and South-East region. These offices put in place national strategies, support direct care projects,
mobilize civil society and state and municipal governments on the issue of childhood and adolescence and promote the creation and improvement of local public policies.
The current post is in Manaus Zone Office, part of the Amazon Territory, that is led by Belém Zone Office.
Currently, about 900,000 indigenous people live in Brazil1. Out of this population, it is estimated that 65% live in indigenous territories and 35% live in urban areas. It is a highly heterogeneous population, which constitutes a mosaic of diversity formed by 305 peoples and 274 languages. This population is present in all states of the country, with greater population concentration in states like Amazonas, Pará and Acre, in the Brazilian Legal Amazon Territory.
In Manaus there is a population of 30.000 migrants and refugees, and more than 3.000 adolescents from Venezuela (indigenous Warao included) so the humanitarian response to adolescents is one of the key priorities for this consultancy.
As part of the Manaus team, the individual contractor will contribute to the achievement of the following outcomes and outputs:
Outcome 2. By 2021 boys and girls have increased access to quality and responsive health, education, and social protection programmes, and actively participate in the design, implementation and monitoring of these services. Output 2.3. Promoting integrated policies for adolescents, improving competencies and life skills.
Outcome 4. By 2021, engaged citizens, including boys, girls and families, millennials, individual donors and private sector partners, are driving public action for the realization of children’s rights Output 4.3. Adolescents mobilized and with increased knowledge and opportunities to participate in public forums of decision-making processes.
The activities under the responsibility of the individual contractor will be carried out in the context of the municipalities that are still mobilized in the context of UNICEF SEAL, an initiative that is present in 9 states of the Legal Amazon. The role of the individual contractor will be to coordinate the activities of mobilization of adolescents aligned with the 3 offices of the Amazon territory: ZO Belém; ZO São Luis and ZO Manaus. The second semester of 2020 the UNICEF SEAL will be finalized so the role of the IC will be to work directly with the implementing partner on the closure of the 468 NUCAS and JUVAS (citizenry groups of the Amazon Territory) that represents more than 4.000 adolescents in all the region.
Manaus is one of the cities that have the Platform for Urban Centers initiative which is implemented by UNICEF in Manaus and 9 other cities (Belém, Fortaleza, Maceió, Recife, Rio de Janeiro, Salvador, São Luís, São Paulo and Vitória), in partnership with municipal governments and civil society organizations.
In Manaus, the priority is the humanitarian response to the migrants and refugees from Venezuela. Regarding the mobilization of adolescents, the key priorities are education; sexual and reproductive rights and sexual health; life skills training; educomunication; mental health and psychosocial support. The Platform for Urban Centers is also focused on the prevention from all forms of violence (sexual, online, homicide/ suicide).
The individual contractor will have the Chief of Manaus Field Office as the direct supervisor and the Chief of Adolescents and Youth Development and Participation as the technical supervisor.
Other members of the local staff that will be working in dialogue with the IC are experts in education, migration, health, child protection, and indigenous matters.
This individual contractor will address UNICEF’s current needs to help the development and implementation of activities to

Under the supervision and guidance of the Manaus Chief Field Office and the Chief of Adolescents and Youth Development, the individual contractor will provide technical and operational support to the national Adolescents and Youth Programme strategies.
Result 1:Support the Humanitarian Response and implement the strategy of mobilization and participation of adolescents in the humanitarian responsein Manaus for 6 months
Orient and monitor the implementing partner and create strategies to build a network of Venezuelans migrants and refugees.
Support the implementation of U-Report on the Move (Unindo Voces) - Platform to consult migrants and refugees about their rights; providing information on basic services; engage adolescents and foster a consultation on migrant situation. Boa Vista, Pacaraima, Manaus.
Capacity building of professionals that work with adolescents in the migration context (public representatives; implementing partners; civil society) for mobilizing adolescents.
Design and implement the strategy for mental health and psychosocial support of adolescents during humanitarian contexts.
Engagement and peer to peer education with adolescents and youth to enforce networks of adolescents in humanitarian contexts.
Participate in meetings with the implementing partner as a means of constructing a workplan and identifying opportunities, challenges, strengths and risks throughout the initiative.
Organize public events and gatherings to give visibility to the Venezuelan adolescents.
Create Radio programs with and for the adolescents.
Participate in meetings with UNICEF staff to monitor the progress of the partnership
Result 2:Coordinate the implementation of Adolescent’s Development and Participation strategies in the Urban Center Platform of cities (Manaus, Belém and São Luis) and in the municipalities of UNICEF Seal (9 States) in the Amazon region.
Advocacy and capacity building of public representatives and adolescents on mobilization and participation in PCU – Urban Center Platform and in UNICEF Seal.
Provide technical assistance during the capacity building trainings in the UNICEF Seal.
Implement training for the mobilizers and technical implementing partners to enhance adolescents’ engagement to the challenges of the UNICEF Seal methodology.
Promote the participation of adolescents from vulnerable communities in three capitals from the Amazon territory - Manaus, Belém and São Luis.
Finalize the current cycle of Urban Center Platform and SELO Cycles in 2020 and contribute to the development of the new methodology for the next cycle (2021-2024).
Contribute to ensure timely and efficient management of financial resources by implementing partners in agreements related with the local actions.
Provide technical assistance and capacity building on “Life skills and socioemotional skills” (Competências para a Vida) methodology.
Result 3:Identify and enhance indigenous adolescents’ networks per state of the Amazon territory to promote participation, to understand their priorities and to mobilize the most excluded.
Mapping of the indigenous networks of adolescents on the Amazon region.
Promote Innovative Communication tools.
Support the implementation of partnerships that involve indigenous adolescents and mental health.
The services included in the contract will be delivered continuously, with the same intensity throughout the months. The results will be evaluated by the following deliverables:

Product: Report with the final assessment of the “probatory documents” posted by the municipalities enrolled in the UNICEF Seal in the Amazon territory, related to the Seal’s Adolescents results.
DUE TO: end of 2nd month
Product: Partial report on theHumanitarian Response in Manaus. Activities developed and results achieved on wellbeing and support on mental health activities.
DUE TO: end of 3rd month
Product: Report on the implementation of the Girls’ Empowerment initiative and U-report Unindo Voces in Manaus and Belém with recommendation to disseminate the initiative to other states, if that’s the case.
DUE TO: end of 4th month
Product: Compilation of the results for adolescents achieved in the Amazon territory to contribute to the Country Office Annual Report (COAR).
